The World of Dragonball is a big one, there are many races, places and elements that make it up. From a out look of the universe, it's not all that much different from our own. That is if you don't count people turning into giant apes, glowing, flying and summoning a magical dragon that can grant wishes. Okay maybe it is different. Dragonball Power Levels are not listed. In Dragonball Z by use of Frieza's men, scouters where used to gain a person's power level. For example, when Raditz first appeared on Earth he ran into a farmer who had a power level of 5. Whiled holding Gohan and trying force Goku to join him, Gohan had a power level of 710. Which shocked Raditz when he discovers his scoter wasn't broken as he thought.
