Dragonball Power Levels are not listed. In Dragonball Z by use of Frieza's men, scouters where used to gain a person's power level. For example, when Raditz first appeared on Earth he ran into a farmer who had a power level of 5. Whiled holding Gohan and trying force Goku to join him, Gohan had a power level of 710. Which shocked Raditz when he discovers his scoter wasn't broken as he thought.
Here I only list the power levels of the characters who took part in battles and only the major battles. I know many people are going to ask me why I don't have Trunks power level, the levels from Cell Saga or Buu Saga. Well the reason is these are official power levels. This means they appear in the manga and anime. In the manga, after Frieza and his father, King Cold where killed, scoters where no longer used and there for no real numbers where used for power levels. Only, thing that can be for sure is who was stronger then who at one time. For example, Perfect Cell was stronger then everyone, he was not stronger then Super Saiyan 2 Gohan, We can only guess that once Gohan was hurt by one of Cell's blast he was only running at 50% power which mad him weaker then Cell who was also a bit stronger due to his near death/having saiyan blood. With that said you can guess that Gohan unleashed his power at 75% to kill Cell. That is far as you can take it.
Amy web site that says or list power levels beyond Trunks' suppressed power level of 5 is just making things up and/or trying to give you levels base on such things. For example, you could easy say that Imperfect Cell had a power Level of 5,000 because he was stronger then Frieza on Earth. Using that and basing the fights you could easy come up with power levels for each character such as Piccolo, who could say had a power level of 4,500. This is who the power levels where thought out of as well as some what balanced in the Dragonball Z and GT card games.
